The general purpose of the City’s committees and task groups is to provide advice to Council on matters referred to them by Council. Committees and task groups provide recommendations to City Council on a wide range of programs, policies and services.
A committee or task group's mandate and membership are determined by its terms of reference.
Members of committees and task groups may consist of members of the public who are residents of the City of Langley or representatives from other local organizations such as the school board, chamber of commerce, business association, and environmental groups. The Chair and Co-Chair of the committees and task groups are usually members of Council appointed by Council. Staff members also attend as a resource to the group providing information on City operations, bylaws and policies.
The City of Langley welcomes interested residents to become involved in the community by participating in one of its committees and task groups.
Each committee and task group is distinguished by its membership and may include members of the community at large or representatives from various organizations and backgrounds. Council endorses the size and composition of the membership through the terms of reference and by the appointment of the individual members. When an individual applies and is appointed by Council to participate on a particular committee or task group, their role is to represent the community as a whole and to help fulfill the mandate of the committee or task group.
Each member has one vote on the committee or task group when in attendance at a meeting. If the committee or task group's terms of reference appoint a particular organization as a member, an individual of that organization will participate on the committee or task group as a representative and will have one vote on the committee or task group when in attendance at a meeting.
Most committees and task groups meet once a month between January and December except in August and the meetings usually take place at Langley City Hall. Some meetings are held during the day and others in the evening. Meetings are usually about two hours in length. If a committee or task group member fails to attend three consecutive meetings without leave from the Chair, that person may be removed from the committee or task group.
City Council welcomes expression of interest from citizens interested in volunteering their time. The appointment terms vary and are stipulated in the individual committee/task group terms of reference. You are welcome to apply any time of year, but the deadline to apply for a position for the upcoming year is November of the current year.
Appointments are made in December, and those being considered for a position will be contacted to discuss the application further.

Yes, members of the public may attend committee and task group meetings to observe the proceedings. Please see individual committee sections below on how to attend meetings.
Meets on the 1st Thursday of the month at 4:30 pm, except August.
This committee is established in accordance with the Accessible British Columbia Act to assist the City in identifying, removing, and preventing barriers to individuals in or interacting with the City.
The Committee’s role is to:
Assist the City in identifying accessibility and inclusion barriers that City staff and community members experience, or may experience, in the course of interacting with the City in the following areas:
- Employment
- Delivery of Service
- The Built Environment
- Information and Communications,
- Transportation
- Procurement
Advise the City on how to remove and prevent barriers to individuals in or interacting with the City.
Advise on the development of an organizational accessibility plan to be completed by September 1, 2024.
Develop a process or mechanism for receiving comments from the public on:
- The City’s accessibility plan
- Barriers to individuals in or interacting with the City
Undertake a review of the accessibility plan at least once every 3 years and recommend to City Council any changes or updates required;
The Committee will undertake its work in accordance with the requirements of Part 3 of the Accessible British Columbia Act.

The Advisory Design Panel (ADP) provides advice to Council regarding the form and character and urban design quality of new development applications. As part of the City’s Nexus of Community visioning strategy, the ADP will also help to ensure new development contributes positively to the City’s image and character, enhances sustainability and livability, creates pedestrian-friendly streets and ‘great public places’ and supports the planned arrival of SkyTrain. Appointments are for a one-year term.

The Board of Variance is a 5 member, independent body that primarily deals with requests from citizens to relax regulations for siting, size and dimensions of buildings where compliance with the City’s Zoning Bylaw would cause an undue hardship. This group is tasked with initiatives such as creating and advancing media messaging about crime prevention, promoting the importance of community connectedness through face-to-face interaction with the public, and sharing information about existing RCMP programs with residents and businesses while learning about crime prevention and community defence model programs through information sharing session with the RCMP and other non-government agencies.

The Socio-Cultural and Economic Development Advisory Committee (SCEDAC) will contribute, support and advise on a number of key initiatives from Council’s Strategic Plan including key initiatives that will advance social, cultural and economic development, collaborative partnerships, prosperity and most importantly improve quality of life for the residents of our Langley City; and community asset development that will focus work with current community assets to draw attention to the needs and vision of community health, well-being, social equity and inclusion that will be an integral part of creating a vibrant and sustainable community and economy.

Phase 1 of the four (4) phases of the planning process to develop a performing art and cultural facility in the community has been completed. The mandate of the Performing Arts and Cultural Centre Task Group is to carry out Phase 2 of the planning process with the following objectives:
- Develop a 5 – 10 year detailed provisional business plan and a 25-year high-level provisional business plan.
- Develop a fundraising campaign plan.
- Identify potential partner prospects (e.g. individual, corporate, foundations, developers, etc.).
- Define a governance model for the operation of the centre.
