The general purpose of the City’s committees and task groups is to provide advice to Council on matters referred to them by Council. Committees and task groups provide recommendations to City Council on a wide range of programs, policies and services.
A committee or task group's mandate and membership are determined by its terms of reference. Members of committees and task groups may consist of members of the public who are residents of the City of Langley or representatives from other local organizations such as the school board, chamber of commerce, business association, and environmental groups. The Chair and Co-Chair of the committees and task groups are usually members of Council appointed by the Mayor. Staff members also attend as a resource to the group providing information on City operations, bylaws and policies.
The City of Langley welcomes interested residents to become involved in the community by participating in one of its committees and task groups.
Each committee and task group is distinguished by its membership and may include members of the community at large or representatives from various organizations. Council endorses the size and composition of the membership through the terms of reference and by the appointment of the individual members. When an individual applies and is appointed by Council to participate on a particular committee or task group, their role is to represent the community as a whole and to help fulfill the mandate of the committee or task group.
Each member has one vote on the committee or task group when in attendance at a meeting. If the committee or task group's terms of reference appoint a particular organization as a member, an individual of that organization will participate on the committee or task group as a representative and will have one vote on the committee or task group when in attendance at a meeting.
Most committees and task groups meet once a month between January and December except in August and they usually take place at City Hall. Some meetings are held during the day and others in the evening. Meetings are usually about two hours in length. If a committee or task group member fails to attend three consecutive meetings without leave from the Chair, that person may be removed from the committee or task group.
City Council welcomes applications from citizens interested in volunteering their time. The appointment terms vary and are stipulated in the terms of reference. You are welcome to apply any time of year, but the deadline to apply for a position for the upcoming year is November of the current year.
Appointments are made in December, and those being considered for a position will be contacted to discuss your application further.

The Advisory Design Panel (ADP) provides advice to Council regarding the form and character and urban design quality of new development applications. As part of the City’s Nexus of Community visioning strategy, the ADP will also help to ensure new development contributes positively to the City’s image and character, enhances sustainability and livability, creates pedestrian-friendly streets and ‘great public places’ and supports the planned arrival of SkyTrain. - Holding more evening and winter events and programs;
- Working artists in parks (sell their artwork);

The Board of Variance is a 5 member, independent body that primarily deals with requests from citizens for the relaxation of regulations for siting, size and dimensions of buildings where compliance with the City’s Zoning Bylaw would cause an undue hardship. This committee advises Council, staff and the community about current youth issues and makes recommendations on youth strategies, initiatives and policies. It's an excellent opportunity to come together and plan special events for the youth - the most exciting of which is Youth Week in early May each year. Volunteers will gain leadership and communication experience and hands-on skills in a variety of areas. Appointments to this committee are from October - June each school year. The mandate of this task group:
- Develop strategies to advance partnership opportunities that connect the City to economic opportunities by working closely with the Urban Development Institute (UDI), the Downtown Langley Business Improvement Association and the Greater Langley Chamber of Commerce.
- To develop a work plan to promote, advocate and provide advice on economic development strategies and opportunities by working closely with business stakeholders to advance the City’s Vision.
- To promote and develop strategies and initiatives to bring in new businesses; strengthen the businesses already located in the city; persuade businesses to remain where they are and expand operations when appropriate; expand and diversify the City’s tax bases.
- To develop strategies to leverage relationships to establish economic partnerships with other government agencies, communities or entrepreneurs that are mutually beneficial.
- To provide advice and implement strategies on how to grow and attract job creation in the education, health care, technology, and entertainment sectors.
- To develop strategies to support start-ups, ‘scale-ups’, and business relocations to Langley City.

Phase 1 of the four (4) phases of the planning process to develop a performing art and cultural facility in the community has been completed. The mandate of the Performing Arts and Cultural Centre Task Group is to carry out Phase 2 of the planning process with the following objectives:
- Develop a 5 – 10 year detailed provisional business plan and a 25-year high-level provisional business plan.
- Develop a fundraising campaign plan.
- Identify potential partner prospects (e.g. individual, corporate, foundations, developers, etc.).
- Define a governance model for the operation of the centre.
