Property Taxes & Utilities

Property taxes make up the largest percentage of the City's revenue and are used to fund operations and capital projects. Property Tax Notices are mailed at the end of May and are due on the first business day in July.  In 2024, the due date was July 2, 2024.

Home Owner Grant
If you are living at your property and are eligible, ensure you complete your Home Owner Grant application before the tax due date. The Home Owner Grant is a Provincial Government program that offsets the school taxes on your tax notice. By claiming your Home Owner Grant, you are reducing your tax bill by $570 or $845 if you are over 65 years old at any point in the current tax year.

  • Apply for your homeowner grant online with the Province.
  • The municipalities are no longer accepting applications, but program eligibility remains unchanged.
  • To avoid penalties and interest, apply before the tax due date.

Property Tax Deferral
Defer Your Property Taxes through the Province. There are two deferral programs available, visit the Province's website to start the deferral process.

Regular Program
You may qualify if you are 55 or older during the current year.

Families with Children Program
You may qualify if you are a parent, stepparent or financially supporting a child.

Tax Payment Information

Payment of Taxes (Authorized Collection Agencies)
Full or partial payment may be made by the due date at Langley City Hall, 20399 Douglas Crescent, or at most branches of your local Canadian Bank or Credit Union.

If making a payment on the due date, please check your bank's effective date to ensure the correct date.  All payment dates after the due date will be subject to penalties. Payments made at external agencies may be subject to a service charge.

You must still apply for the Homeowners Grant if eligible, by the due date to avoid penalties

Penalties
A 5% penalty will be added to the outstanding residential current taxes remaining unpaid after the due date, and a further 5% will be added after August 2. These penalties are also applicable to the Home Owner Grant portion of your taxes if you do not apply by the due date.  

Interest on unpaid taxes from prior years
Interest is charged at the prevailing rate from January 1st of this year to the date payment is received. For convenience, the interest shown on the tax notice has been calculated for the due date. The interest rate is set by the Province on the 1st day of January, May, and September.

Delinquent taxes
At 10:00 am on the last Monday in September, at the council chambers, the collector must conduct the annual tax sale by offering for sale by public auction each parcel of real property on which taxes are delinquent. If taxes are delinquent, a property will be sold for taxes unless the delinquent taxes plus interest are sooner paid.

Receipts
To reduce civic expenses, please accept your cancelled cheque as your receipt. Detach and enclose the remittance stub with your payment. However, if you require a receipted tax statement, send the entire tax notice with a note attached requesting a receipt. The receipt is void if the cheque is dishonoured.

Property sold
If you no longer own this property, please forward this tax notice to the new owners or return it to the City of Langley advising us of the new owner's name and address.

New Owners
If your name does not appear on the tax notice as the registered owner please send a copy of the Transfer of Fee Simple or other document conveying the property to you showing the registration and the date of registration at the Land Titles Office to our office.

Tax Prepayment Plan

The City's tax prepayment plan allows you to make 11 easy monthly instalments towards your next year's property taxes. Over 27% of the City's property owners are now taking advantage of this plan.

How It Works:
Starting in July The City estimates what the following year's taxes will be and take a property tax installment directly from your bank account on the 15 of each month. By the time the property taxes are billed the following May, you will have a prepayment balance which will be used to offset the property tax billing.

If you overpay we deposit your refund back into your bank account shortly after the July due date. If our estimate was a little off you can forward to us the balance owing by the due date.

The plan is convenient in that you don't have to worry about paying one lump sum on the tax due date, a good investment as we pay you interest on your prepayment balance, and easy to start.

Water & Sewer Rates

The City has implemented a user-pay approach for water consumption. Almost all properties in Langley City have water meters. The 2024 rates are $1.79 per cubic meter in addition to a $75 fee. Residential water meters are read annually in March and are billed on your June tax notice.

High-volume water users are billed every 2 months and are eligible for a 10% discount if the bill is paid within 30 days. The commercial water rates, after the discount, are the same as residential rates.

Sewer charges are based on 80% of the water consumption charged at $1.82 per cubic meter in addition to a $75 fee.

The 2024 single-family solid waste charge is $271.

  • Tip #1: A five-minute shower uses about 114 litres of water, but you can cut that amount in half by using a high-efficiency showerhead. The same goes for a faucet aerator and low-flow toilets.
  • Tip #2: Leaving the tap on while brushing your teeth uses about 90 litres of water per day. If you turn off the tap while brushing, you only use 2.25 litres, or half a gallon.

The City's automatic payment plan for bi-monthly utility billing allows the City to automatically withdraw the outstanding amount on the due date.  This ensures you take advantage of the discount each billing cycle.

Change of Address

We recognize that property owners in the City may not reside at their property. Please remember to let BC Assessment know if you are moving and changing your mailing address. Each year we have several property tax notices returned by Canada Post. You are still required to make the property tax payment by the due date regardless if you receive the notice.
