Bylaw No. 3261 – Zoning Bylaw Amendment No. 199 and Development Permit No. 08-23

Purpose:  To give notice of an opportunity to submit written input regarding a proposed amendment to City of Langley Zoning Bylaw to rezone the properties located at 20619 & 20629 Eastleigh Crescent (outlined in bold on the map below) from the P2 Private Institutional/Recreation Zone to the CD92 Comprehensive Development Zone to accommodate a 6-storey, 136-unit apartment building.

Legal Description: Lots 39 & 40, District Lot 37, Group 2, New Westminster District, Plan 34280.

In accordance with section 464(3) of the Local Government Act, the City must not hold a Public Hearing for this application. This is due to the recent change to Provincial housing legislation, adopted by the Province of BC on November 30, 2023, that prohibits local governments from holding public hearings for rezoning applications for residential developments that are consistent with the local government’s Official Community Plan (OCP).

This rezoning application, proposing a 6-storey apartment building, is consistent with the Transit-Oriented Residential land use designation in the City of Langley OCP.

Though a Public Hearing cannot be held for this application, you may still share your views with Council by way of written input submitted to councilmeetings@langleycity.ca or by mail to: Deputy Corporate Officer c/o Langley City Hall, 20399 Douglas Crescent, Langley, BC, V3A 4B3.

Deadline for written public input: 12:00pm on Monday, January 15, 2024.

The proposed bylaw and supporting documents may be viewed from Friday, January 5, 2024 to Monday, January 15, 2024 online by clicking: Bylaw 3261; ADP Explanatory Memo; ADP Report, architectural plans, and landscape plans or in person at the Development Services department at City Hall, 20399 Douglas Crescent, Langley, Monday to Friday, 8:30AM - 4:30PM, excluding statutory holidays.
